The roots of the Scottish Curriulum for Execellence dates back to 2004. It was implemented in 2010. Prof Graham Donaldson presented his report for the Welsh Curriculum in 2015 and was based on the Scottish curriculum. It is now 2022.

The one absolute certainty about the curriculum for excellence is that it has not fulfilled its promises. There is a huge debate taking place in Scotland about the future of their curriculum. And there is the question of whether the Welsh curriculum, where it is claimed the mistakes of Scotland can be avoided. And whether that promise can be fulfilled is another issue.

The child-centred velocity of learning has been preached by Donaldson dates back to the findings of Plowden in primary education in the 1970s. Learning by discovery was found to fail learners needs. There is now overwhelming evidence the problem solving should be the learning gains and not the learning means.

This refers to the work of Professor John Sweller, who has argued that fluent knowledge is required, to be developed to enable problem solving and had a higher order learning to be achieved in schools. There is evidence that the whole Scottish curriculum for excellence is targeted preparing children to do well in Pisa assessment, but practising learning end will not be the most efficient way of developing them.
