      The Welsh Government appears to be preparing to compel all children in Wales to learn Welsh so they can be educated through the medium of it and/or compel a ridiculous amount of time to be devoted to children learning Welsh in English Medium Schools. Their only interest appears to be in creating confident Welsh speakers. 


         They appear to have no interest in children's education at a time of post Covid-19 educational crisis.

     

     When Mark Drakeford stated that forcing children to educated through the medium of Welsh to be educated through medium would not increase the number of Welsh speakers in Wales is cinsistent with the research referred to on hgunn.uk.


1. The recommendation that all children should be educated through the medium of Welsh is being made by Professor Sioned Davies, who is a professor of Welsh, not education, who has never taught a child.


2. Heddled Fychan Plaid Cymru in a Nation Cymru article, states that she and the Welsh Government want all children to be taught in Welsh Medium schools in Wales to become confident bilingual speakers, but there is no evidence that anyone has a clue how this is going to be achieved.


3. Kenneth Clark, who was the minister who introduced the National Curriculum, stated on a Financial Times YouTube Video that reading is essential for children's future and that children with low maths G.C.S.E. Grades will be written off. English is one of the most difficult languages in the world to learn to read it.


4. No bank would invest in a business without having a convincing business plan. There is no evidence of any appropriate research to support the Welsh Government's proposals exist. The Welsh Government appear to be be applying the recommendations in a spirit of hope, optimism and guesswork. The eight-year-old recommendations are past their sell-by date.


5. There appears to be a failure to understand that the language that children are educated through the medium of is fundamental to children's learning success and that developing fluency in it, especially literacy, enables social mobility. Developing language fluency is always a matter of degree.


6. Language has been passed down from mother to child for generations. Parents devote their time investing in their children's future through supporting their language development and acquisition of knowledge. Children who do not learn a language from birth cannot jump back into the womb or pram at an older age to learn it naturally.


7. Children in Wales have a legal Human Rights to have the opportunity to reach their full learning potential. Parents have a human regal right to support their children's learning. Children have a human right to receive that support. The Princess of Wales is encouraging parents to support their children's learning more. Parents cannot support their children when they cannot speak the language their children are being educated through.


8.   The R.C.T. Welsh Medium School legal ruling stipulated that the Welsh Language Act only has equal status to the English Language and children should not be denied reasonable access to Welsh medium education. The same rights exist for English-speaking children. The law exists to protect the citizen.

 

      Research on working memory proves that children will always learn most effectively in their most fluent language and learning a new language and subject content simultaneously will retard children’s learning. Professor Sioned Davies is a professor of Welsh, not education. She has never taught a child. Howard Gunn has a teaching masterate. He has taught children. If you do not want your children to devote thousands of hours of their schooling and time developing Welsh to a confident, conversational level and you prefer them to devote the time to developing the basic skills of reading, maths and science, you must raise your concerns with your children's school governors, County Councillors and Senedd members.

      Professor Dylan Wiliam is a professor of education who has lectured on education across the world. He is referring to children having an uncertain future and that no one knows what it will be. English is becoming a world language. It is the academic language of the world. New Scientist refers to research that states that 35% of current employment opportunities will be lost in the next twenty-years. This was stated in 2013.


1.  We all acquire our native languages naturally from before birth. Native Welsh and English speakers have no appreciation of how complicated languages are and how difficult they are learn. Welsh Language activists and commercial language course providers have been deliberately making out that languages are easy to learn to earn money.


2.  A Welsh Language activist Aran Jones, who is giving impoverished Welsh website lessons to earn his livelihood, claimed he learnt Manx using the Manx version of his S.S.I.W. website to a basic conversation level in seven binge learning hours. The islanders believed him!!!

 

3.  It requires 10,000 hours of practice to develop native-like fluency in a new language. It is not an exact figure. It is accepted by cognitive scientists as being needed for mastery. Hywel Jones, Cardiff University is a statistician who was on the Welsh Language Board contended the dream of creating a million Welsh speakers by 2050 cannot be achieved. There are only 12% of fluent Welsh speakers in Wales.

    Political dreams are one thing. Practical realities are another. Exploiting children by compelling them to learn through the medium of Welsh or to devote thousands of hours to learning Welsh in English-speaking schools will not save it.

Language Difficulty - Paper 3 


      Heledd Fychan's dream, which is reasonable to suggest is the Welsh Language Society's vision, is that everyone in Wales should become bilingual so they can have confident conversations with each other through the medium of Welsh. It assumes that it is possible.

  Professor Sarah Eaton, who is an educationalist and a second language authority, who learnt Spanish as an Adult, states that:-

Let’s be honest. Learning a language is not easy. There are companies out there who make big bucks selling slick packages with audio programs and pocket books, touting the idea that you can listen to their CDs or MP3s in the car, or on the bus and learn a language. There’s even been an idea circulated that if you listen to these programs while going to sleep, that you’ll magically wake up with that knowledge embedded in your brain and words will flow from your mouth with ease.

“I have heard that there are those people with a rare gift, for whom learning a language this way is possible. But in over a decade of teaching languages and a few more decades of being alive, I’ve never met such a person myself.”

 

“What these companies are selling is hope. They are selling the idea that learning a language is effortless. What is more common is that people struggle. Even Mahatma Gandhi, who was deeply intelligent and patient, confessed to finding it difficult to learn languages.”

Companies like Duolingo and Welsh Language activists like Aran Jones’ S.S.I.W. have been brainwashing the public about how easy iis to learn Welsh.


    Children and adults with low working memory capacity will struggle to learn a new language, especially a minority language that is not all around them. Eaton also states:-

“The challenges of learning another language are immense. There's vocabulary to be acquired, grammar to master and verb conjugations to memorize. All of this information must be internalized, synthesized and then reproduced spontaneously as interactive speech. It's an enormous feat. It's an enormous feat that millions have undertaken. Those who achieve fluency put in lots of hard work.”

Learning a new language is as difficult as learning maths.

 

     Alun Cairns, when he was Welsh Secretary, contented that most Welsh youth who have been educated through the medium of Welsh do not view themselves as fluent Welsh Language speakers. Leanne Woods, former leader of Plaid Cymru, who had to speak Welsh in the public domain and converse with Welsh-speaking colleagues, admitted that she was not fully fluent in Welsh and at times her colleagues had to speak to her in English. This means that Welsh speakers will always have a head start in obtaining.


      Learning a new language is not easy. It requires thousands of hours of practice. It resembles the practice of becoming a concert pianist. It requires around 10,000 hours to become one and they practice three hours a day to maintain their fluency. Speakers of a majority languages are constantly encountering the language, including hearing others speaking it, and through using it.

 

    Class lessons should be dictated to promoting subject learning. Children's education will be impoverished if they are struggling to understand what is being taught to them because they do not have the command of the language being used. If they fail to learn something important, then there will be consequences. Social language is more general and repetitive than academic schol language. Unless children use the Welsh Language sufficiently outside of school, an element of their learning will be written off. This may account for why Welsh-speaking youth do not view themselves as fluent Welsh speakers. (Alun Cairns).

Why Creating a Million Welsh Language Speakers is a Delusional Dream.

1.   The term speak a language can mean anything. It implies fluency, but it could mean saying ‘Bore dda’ in Welsh.


2.   Languages are like viruses, they need to be intensively shared between speakers to keep them fluent. They are developed into accuracy through negotiation.

 

3.   The tipping point of a living language is 67% speakers. This is the rich language environment speakers need to retain their language fluency and accuracy, and for learners to successfully learn the language.

 

4.   There are only 12% fluent Welsh speakers in Wales. The distribution is not even. There is no standard version of Welsh as in English. The written language is almost a different language to the oral one.

 

5.   Dr Margaret Newcombe Cardiff School of Welsh, states that languages cannot be learnt in classrooms. They must be lived through. She contends that Welsh speakers normally insist on speaking English to established Welsh Language classroom learners attempt to speak Welsh to them.

It is easier for both. This could not happen if someone learner French in France.

 

6.   McAlister and Blunt, in their survey, found that Welsh learners are apprehensive about speaking Welsh outside of classes for fear of getting it wrong.

There is pain barrier to go through to successfully learn a new language. deKaser referred to students who go on residency in countries like France to live through the French Language, they use more English than they intend.

 

7.   Professor McChriost, who is an authority on language planning, states children can be locked in schools where they must use Welsh, but they cannot be compelled to speak it outside their school. The brain is very plastic, and speakers fluency will decline after they leave school if they cannot enjoy rich Welsh language environment in their homes or community.

 

8.   The English Language is a super virus because so much more can be done with it than Welsh. Children and adults will use English because they are not going to exclude themselves from the opportunities available in the English Language. They do not need to learn and use Welsh because they can use English.

Unless Wales is turned into a police state, Governments cannot demand that children or adults use Welsh.

 

9.   If Llanelli is considered, where is was one Welsh-speaking and chapel-going heartland, no one has decreed that Welsh Langugae so not be widely spoken on the streets of the town. The Archdruid has admitted there are no longer any Welsh Language strongholds in Wales.

I am confident he is an honest person.

 

10.   The reason why English-speaking children and adults will struggle to learn Welsh is because there are insufficient opportunities to develop and refine the Welsh Language in the community of most parts of Wales. Everything on planet earth is dictated by science, whatever is claimed children achieve in Welsh medium schools.

Howard has an understanding of cognition.

 

   The promise to create a million Welsh Speakers by 2050 has been recruited from the politician's classified manual. Boris Johnson only set targets for global warming  for 2050 because he knew he would not be prime minister by that time. Most people would have forgotten about them. Many people would be dead. It promises a certainty that does not exist. Political demands are being made on the Welsh Government of what they must do to prepare for the million Welsh speakers.

Howard is not against children Welsh in schools providing it is proportionate to the other curriculum area. Political dreams have no place in children’s education.

Please ensure that All Experienced English Speaking  Teachers

and Talent Teacher Trainers are not made Redundant in Wales.

 

    It is not really surprising that Professor Sioned Davies, who is a professor of Welsh, not educationalist, and it appears that those who advised her were abjectly incompetent. They clearly had no concept of the implications of her recommendation on the Q.T.S. teaching workforce. If they did understand them, then they did not have the openness and honesty to declare it.

 

      It appears that Professor Sioned Davies and the Welsh Language Society want all experienced English-medium teachers to be made redundant. It is unclear who is going to teach children through the medium of Welsh. They appear to want novice native Welsh language teachers to replace them. It is implied in Hedledd Fychan's Nation Cymru article. There was a struggle to find Welsh-speaking supply teachers during Covid-19.

 

    Howard was educated through the medium of English. He acquired an academic vocabulary in his schooling. He has an A'Level in history. It is one of his specialist teaching qualifications. If he was a specialist secondary history teacher, he would have taught history throughout his career. He would have fluent knowledge of it and the difficulties English learners encounter.

 

     Professor Sioned Davies clearly knows bugger all about teaching. Her school of Welsh was expecting adult learners to memorise phrases like parrots. They were drilling them like musicians' practice scales. It was a method any Welsh Speaker could practice with no training. It is recognised as an inhumane method of learning anything. Professor Sioned Davies appears lamentably ignorant of the fact that professional teachers are extremely highly trained. Education is a secret garden to her.

 

     There are native English speakers who do not have the fluent command and accuracy needed to teach English in the classroom. Professor Dylan Wiliam, who is a leading educationalist, contended that a classroom resembles an emergency room in a hospital. The University of Reading research refers to the professional status of Q.T.S teachers as being second to doctors and nurses. It should include pharmacists, also.

 

      Many people believe pharmacists are glorified shopkeepers because they generally do not have PhD's. Many people have contempt for Q.T.S. teachers because they generally do not possess a PhD s.

 

        The definition of ignorance is people do not want what they do not know, and if they never find out what they do not know, then they will never know what they do not know. The definition of intelligence is not knowing what they do not know. Obtaining a Welsh Language degree for fluent Welsh speakers does not appear to be a very demanding, high-grade degree. It appears to be a 'Micky Mouse' one.

 

     Teachers must multi-task in the classroom. This is why they need to be intelligent and have high working memory. They must skillfully structure their language to present it in a meaningful form. They need to monitor the response of the thirty children in their class whose educational potential is not equal, and they also need to monitor children's behaviour. Fluent speakers apply what is called the 'feel right factor', but if someone is practising a new language, they will not possess that, and they will have to give more attention to the language, and the quality of their teaching will degrade.


    Howard took a basic marketing course one. A French speaker was taking the course. He could converse with him, but he was struggling to master the technical language. Even if teachers become able to speak Welsh, they and the native English-speaking children in the class will both be applying an insecure language. Maths is an extremely difficult subject to teach, and they would not be able to teach it through the medium of Welsh. The lessons would be diabolical if they had to translate everything in their head.
Howard will be able to explain this to the professional associations. It is a cognitive issue.


      Howard was told he was not a beginner when he improved his Welsh as an Adult. He reached the fifth year on what was a poor-quality course at the higher level. He had to research Welsh grammar, and he had to write his own Welsh Language Learning scheme. He is an intelligent person with high working memory. He can understand Welsh, but he still cannot teach it. Language cannot be taught in classrooms. They need to be lived through. Howard did not need to learn the academic vocabulary that teachers would need to learn.

 
      When Howard learnt Welsh, he had a Welsh Language tutor who had a German degree, but she had lost the language. Even if teachers have a G.C.S.E. or O'Level Welsh, it does not mean that they will be able to develop a fluent language from it. It is unclear if Professor Sioned Davies knows that teachers work a 55 hour week.

        The written Welsh Language is almost a separate language from the oral form. Teachers will struggle with their curriculum planning. They will not able to use English Language scheme of learning and learning resources. They will find it difficult to translate them into English. There is the issue of how the talented teacher trainer subject specialist in schools of education can be replaced in Heddled Fychan Welsh speaking dream, nightmare appears to be the most appropriate word to use.


Plenary


     
The Bullock Report (1985) was published on languages. The Cockcroft Report (1982) was published on maths. It took ten years to research and compile. Donaldson informed on the school curriculum. This is what Tim Wiliams, who is a professional teacher, said:-

"And please, please be sceptical of the supposed excellence of such schools from a results perspective as no-one has ever shown how it is conceivably possible for children to do better in a second language they never use outside the class and which they speak and write without fluency as compared with their home and community language."

It is far from assured that Professor Sioned Davies, the Welsh Language Society, and Hedledd Fychan even understand the issue, let alone answer it.     


        It would be stupid to believe that the 17% of children referred would benefit from learning Welsh and having inexperienced Welsh-speaking teachers.

 

     What is ridiculously stupid about Professor Sioned Davies's recommendations is that those children will be more than written off if they are compelled to learn a new language to be educated through the medium of it.

 

     Howard taught as part of a professional development course in a very socially deprived primary catchment area school where the children were struggling to concentrate on learning through the medium of English. Two children in every class will struggle to retain a simple instruction. These children have attentional deficits. If these are encouraged or compelled to learn through the medium of Welsh, they will simply turn their attention off. This was what the eccentric Headmaster, Toby Belfield, stated in the media. He castigated for saying this in the media, but it was a valid professional opinion. He was subsequently dismissed, but there was no criticism of his teaching ability.   

 

      The only place Professor of Welsh should inform on children's education is when playing a Wendy House. Leighton Andrews made the blunder of giving the remit to Professor Sioned Davies to make her what appears reasonable to suggest was her prejudiced recommendations. Plaid Cymru does not appear to have educational advisors. I find this alarming. The proposal can only be described as ill-conceived, ill-through and a crime against humanity.


Epilogue

      Teacher training colleges have existed since 1850. Howard  was taught Welsh in a grammar school in the 1960s. When he trained to be a teacher in the 1970s there were Welsh-speaking students training to be Welsh Language teachers. All the teacher training colleges are now universities schools of education. Since the 1980s they have been rigorously inspected by Estyn. Since 1987 all teachers in every subject have had to apply professional teaching. It has a professional definition.

      It appears it was Ieuan Wyn Jones Plaid Cymru who is responsible for the creation of the National Welsh Language Learning College, which appears to be populated by unregistered university academics who have no legal teaching qualifications. They do not have a clue how to teach. It must be accepted that there is no Welsh word for teaching. It nclear when they will find out what the process is.


       It am unclear if the college has been advising Plaid Cymruy because what they appear to have advising othe Welsh Government on Welsh Medium Education is absolutely unacceptable. All they are appear interested in is creating Welsh speakers. They do not appear to care a damn about children's education.


        Howard obtained post-graduate certificate in a school of education in the 2000s where he was given Q.T.S. training to teach Welsh by a legally qualified and talented teacher trainer. He was with legally qualified teachers who gave a professional evaluation of trainers' lessons at the end of the course  Howard was so disappointed there was no book on how to learn Welsh on the reading list I wrote one and gave them a copy.


      Howard's Teacher Council ruling 2021, which is law, referred to the distinction between a St. John's Ambulance Nurse and a registered nurse. Plaid Cymru appears to have impoverished expectations for children's education. The world of teaching is a secret garden to them. Kirsty Wiliams aspiration to create world-class teaching standards appears to have been buried forever.

   
        Grosjean, who is an authority on bilingualism is a Catalan cognitive scientist who is an authority on bilingualism, stated that if every person in a country is balanced bilinguals, then there is no point in their being bilingual. The overwhelming majority of Welsh and English speakers have high expectations for their children's education, and they are only interested in pursuing their everyday lives. Speculative political dreams should have no place in children's education.

    Political dreams are one thing. Practical realities are another. Exploiting children by compelling them to learn through the medium of Welsh or to devote thousands of hours to learning Welsh in English-speaking schools will not save it.

Language Difficulty - Paper 3 


      Heledd Fychan's dream, which is reasonable to suggest is the Welsh Language Society's vision, is that everyone in Wales should become bilingual so they can have confident conversations with each other through the medium of Welsh. It assumes that it is possible.

  Professor Sarah Eaton, who is an educationalist and a second language authority, who learnt Spanish as an Adult, states that:-

Let’s be honest. Learning a language is not easy. There are companies out there who make big bucks selling slick packages with audio programs and pocket books, touting the idea that you can listen to their CDs or MP3s in the car, or on the bus and learn a language. There’s even been an idea circulated that if you listen to these programs while going to sleep, that you’ll magically wake up with that knowledge embedded in your brain and words will flow from your mouth with ease.

“I have heard that there are those people with a rare gift, for whom learning a language this way is possible. But in over a decade of teaching languages and a few more decades of being alive, I’ve never met such a person myself.”

 

“What these companies are selling is hope. They are selling the idea that learning a language is effortless. What is more common is that people struggle. Even Mahatma Gandhi, who was deeply intelligent and patient, confessed to finding it difficult to learn languages.”

Companies like Duolingo and Welsh Language activists like Aran Jones’ S.S.I.W. have been brainwashing the public about how easy iis to learn Welsh.


    Children and adults with low working memory capacity will struggle to learn a new language, especially a minority language that is not all around them. Eaton also states:-

“The challenges of learning another language are immense. There's vocabulary to be acquired, grammar to master and verb conjugations to memorize. All of this information must be internalized, synthesized and then reproduced spontaneously as interactive speech. It's an enormous feat. It's an enormous feat that millions have undertaken. Those who achieve fluency put in lots of hard work.”

Learning a new language is as difficult as learning maths.

 

    Alun Cairns, when he was Welsh Secretary, contented that most Welsh youth who have been educated through the medium of Welsh do not view themselves as fluent Welsh Language speakers. Leanne Woods, former leader of Plaid Cymru, who had to speak Welsh in the public domain and converse with Welsh-speaking colleagues, admitted that she was not fully fluent in Welsh and at times her colleagues had to speak to her in English. This means that Welsh speakers will always have a head start in obtaining.


      Learning a new language is not easy. It requires thousands of hours of practice. It resembles the practice of becoming a concert pianist. It requires around 10,000 hours to become one and they practice three hours a day to maintain their fluency. Speakers of a majority languages are constantly encountering the language, including hearing others speaking it, and through using it.

 

    Class lessons should be dictated to promoting subject learning. Children's education will be impoverished if they are struggling to understand what is being taught to them because they do not have the command of the language being used. If they fail to learn something important, then there will be consequences. Social language is more general and repetitive than academic schol language. Unless children use the Welsh Language sufficiently outside of school, an element of their learning will be written off. This may account for why Welsh-speaking youth do not view themselves as fluent Welsh speakers. (Alun Cairns).

Why Creating a Million Welsh Language Speakers is a Delusional Dream.

1.   The term speak a language can mean anything. It implies fluency, but it could mean saying ‘Bore dda’ in Welsh.


2.   Languages are like viruses, they need to be intensively shared between speakers to keep them fluent. They are developed into accuracy through negotiation.

 

3.   The tipping point of a living language is 67% speakers. This is the rich language environment speakers need to retain their language fluency and accuracy, and for learners to successfully learn the language.

 

4.   There are only 12% fluent Welsh speakers in Wales. The distribution is not even. There is no standard version of Welsh as in English. The written language is almost a different language to the oral one.

 

5.   Dr Margaret Newcombe Cardiff School of Welsh, states that languages cannot be learnt in classrooms. They must be lived through. She contends that Welsh speakers normally insist on speaking English to established Welsh Language classroom learners attempt to speak Welsh to them.

It is easier for both. This could not happen if someone learner French in France.

 

6.   McAlister and Blunt, in their survey, found that Welsh learners are apprehensive about speaking Welsh outside of classes for fear of getting it wrong.

There is pain barrier to go through to successfully learn a new language. deKaser referred to students who go on residency in countries like France to live through the French Language, they use more English than they intend.

 

7.   Professor McChriost, who is an authority on language planning, states children can be locked in schools where they must use Welsh, but they cannot be compelled to speak it outside their school. The brain is very plastic, and speakers fluency will decline after they leave school if they cannot enjoy rich Welsh language environment in their homes or community.

 

8.   The English Language is a super virus because so much more can be done with it than Welsh. Children and adults will use English because they are not going to exclude themselves from the opportunities available in the English Language. They do not need to learn and use Welsh because they can use English.

Unless Wales is turned into a police state, Governments cannot demand that children or adults use Welsh.

 

9.   If Llanelli is considered, where is was one Welsh-speaking and chapel-going heartland, no one has decreed that Welsh Langugae so not be widely spoken on the streets of the town. The Archdruid has admitted there are no longer any Welsh Language strongholds in Wales.

I am confident he is an honest person.

 

10.   The reason why English-speaking children and adults will struggle to learn Welsh is because there are insufficient opportunities to develop and refine the Welsh Language in the community of most parts of Wales. Everything on planet earth is dictated by science, whatever is claimed children achieve in Welsh medium schools.

Howard has an understanding of cognition.

 

  The promise to create a million Welsh Speakers by 2050 has been recruited from the politician's classified manual. Boris Johnson only set targets for global warming for 2050 because he knew he would not be prime minister by that time. Most people would have forgotten about them. Many people would be dead. It promises a certainty that does not exist. Political demands are being made on the Welsh Government of what they must do to prepare for the million Welsh speakers.

Howard is not against children Welsh in schools providing it is proportionate to the other curriculum area. Political dreams have no place in children’s education.
